Silo Season 2 Episode 2 Recap & Review: Order

The premiere episode of Silo Season 2 starts with a flashback to a rebellion against the IT department years ago. A group of rebels, including men, women, and children, seize control of the silo, to uncover the truth about the outside world. They succeed in opening the silo, only to face a horrible death. Both the outside and the inside of the silo are littered with the remains of those who died, confirming the world is indeed uninhabitable.

The story then picks up with Juliette, who is still reeling from her discoveries in Season 1. She makes her way to a neighboring silo and finds it abandoned, filled with the corpses of those who once lived there. As the episode nears its end, Juliette finds a pair of eyes looking at her from behind closed doors, warning her that she’ll be killed if she tries to open the door.

Episode 2 of Silo kicks off with Holland flipping through the pages of The Order, a book that is basically a guide on how to run the silo and handle crises. Holland goes through one particular page about talks about preparing for war in the event of a failed cleaning.  Holland also reviews footage from the camera installed in Juliette’s helmet, he discovers she’s in Silo 17.

Alarmed, he fears that her actions could spark another uprising. To prevent this, he orders Sims to detain two people he believes could pose a threat. Holland also begins preparing a speech to address the growing unrest and try to calm tensions.  Meanwhile, down in the lower levels, the mood is heating up. Rumors are spreading, and people are starting to believe that the outside world might actually be habitable—after all, Juliette survived out there.

Shirley suggests they shut down the silo, open the doors, and follow Juliette’s lead.  However, Martha quickly shuts this idea down and asks everyone to get back to the job they’re supposed to be doing. Later on, Martha is taken into custody by the Sheriff’s department, which as for now is operating under the Judicial. The next person to be put in cuffs is Carla, Walker’s ex-wife, the same woman who switched out faulty heat tapes for good ones.

Holland is desperate to prevent another rebellion and to keep tensions from boiling over, Holland takes few actions. After instructing Sims to arrest a couple of troublemakers who he sees as threats to his plans, Holland visits Judge Meadows. He informs her that he plans to address the silo in a speech and requests her presence for added authority. Meadows quickly picks up on Holland’s unease. The fear on his face is obvious, most probably amplified by the footage he saw earlier in his office which showed thousands of dead bodies scattered across an opened silo.

The footage has left him terrified of what could happen if chaos breaks out in their silo. Holland worries that if a war erupts and the doors are opened, they will suffer the same fate. Though the founders left behind The Order, a book of instructions for managing crises, there are no pointers on how to handle a coup or a full-scale rebellion. Perhaps they believed such events were impossible but today, the unimaginable happened and everyone in the silo saw Juliette walking over the hill, alive and unharmed.

Meadows has no real intention of helping Holland spread lies, but she agrees to go along with it on one condition. She wants her own “hot air balloon,” referencing a story she once read about a wizard. In other words, Meadows wants the chance to leave the silo herself. Later, Holland addresses the silo with a carefully created speech. He starts by telling the crowd that today is a good day because they witnessed someone go over the hill. However, he deliberately refers to Juliette in the past tense, subtly planting the idea that she didn’t survive.

Holland goes on to brand Juliette as a hero, claiming she volunteered to test a new kind of tape designed to offer longer-lasting protection outside the silo. He reassures everyone that, while the tape is still in its experimental phase, soon they’ll be able to safely venture out without fearing for their lives. To shift attention away from the real issues and keep the crowd content, Meadows adds an incentive and announces that every family will receive five credits to celebrate this supposed “achievement.”

After the speech, Holland thanks Meadows once again for standing with him but Meadows asks Holland to set aside some of the good tape—the same kind that saved Juliette. Meadows makes it clear that once the current crisis is under control, she plans to use it to leave the silo herself.

Shirley, Juliette’s oldest friend, is brewing plans for a rebellion. She believes Juliette only survived because Walker secretly swapped the faulty tape with a working one. Earlier, Shirley tried to convince people that the mayor was lying—that there’s no such thing as “special” tape, only the original tape that Judicial never used. She insists that someone in IT switched the tape, saving Juliette’s life but her claims are quickly silenced by the nearby guards.

Later on, Walker finds Shirley while she is having a secret meeting and advises her to stay quiet. She warns that talk like this will only lead to trouble—possibly even death. Walker insists that if there’s going to be a rebellion, it has to be smart and well-planned, or it’ll be crushed like the last one.

Shirley takes her advice to heart and decides to gather like-minded people who share their doubts and desire for freedom.

Episode 2 of Silo doesn’t hold back, and goes straight into the fallout of Juliette’s decision to leave the silo. Her choice to cross over the hill has shaken the peace and quiet and has risen countless questions. People have started to demanded answers, and rebellion seems inevitable. Holland is desperate to prevent that, especially after what he’s seen happen to the people of Silo 18. They rose up, overthrew the Judicial, and opened the silo doors only to perish within seconds of stepping outside.

Holland has also turned to Meadows once again, asking her to stand by his side. She’s the one person he respects and listens to, and he’s willing to promise her anything to keep her around. But it remains to be seen if he’ll honor her request to set aside the good tape so she can leave the silo when the time comes.

As for the mysterious pair of eyes watching Juliette from behind the closed door? We think that intriguing thread is left hanging for now, but we’ll certainly get some answers in the next episode.
